PHP Script for CSV File Manipulation

I need a PHP script to automate the handling of a CSV file in a watch folder. This script is intended to:
- Automatically load a .csv file uploaded to the watch folder
- Identify and extract rows with US states
- Save the cleaned .csv to a folder named new_csvs
- Enable the user to both upload .csv files into the watch folder and download the new .csv files
Key Requirements:
- The .csv file should be in UTF-8 (Comma delimited) format.
- The script should be capable of monitoring the watch folder for new .csv files and processing them as they are uploaded.
- The script should be able to identify US states within the .csv file.
Ideal Skills and Experience:
- Proficiency in PHP and experience with file handling in PHP
- Understanding of CSV file processing
- Knowledge of regular expressions for identifying US states within the file
- Familiarity with implementing secure file upload and download functionalities in PHP
- Experience with automating file processes would be beneficial.
