Iphone App sending predetermined GIS triggers to PC across wifi or 3g

Exploratory so I may need your input on best way make this work properly.
I would like to have a Iphone App that would allow me to "mark" or log a spot on the Iphone. We would then be able to set a diameter for that location of 60ft or what ever I determine I would want with the "mark" spot being the center of that circle. The app would call that location "1" for reference. I would want to be able to use the Iphone mapping to be able to see graphically the area covered by "1" and or other areas created.

Instead of sending info from the app RS232 I think that I might be there may be a better way to send the info to the receiving device using an ip address and ports for the device. There are other apps at itunes that are using this technology at this time.
I have several and I have the documentation as to how to do this.
I think we just enter the ip address of the device and also ports 2001 and 3001 is the settings that I have.
There are what are referred to as host commands that we would need to "link" to the trigger/alarm area selected within the app itself.
Are you familiar with how consistent and accurate the marked area would be?
For instance, how small of a area, round footprint, could be consistently used to trigger an alarm? If I were to mark a area using the iphones map as a target area, would I be able to make that area 60' diameter and another target area 60' diameter with the 2 edges of each target area being approx 20' apart and the app be able to send a command for each as I pass thru each area?
I have not come up with a target budget, had requested each vworker place a bid.
I would be able to provide some graphics, but would prefer if you could handle that portion.
