Fill in a Spreadsheet with Data

I need someone with some the required skills to create an excel sheet with a forumul that can convert a set of colums and rows to be converted to another sheet that contains a much larger amount of colums and rows its roughly 1/4 to 1/3 larger in the end result table basic eg, value x10 = 15 it needs to be same x10 = 15 but the key is the end table is larger so it will require a smart NOT SIMPLE formular to some how auto smooth the values better example x9=4 x10=8 x11=16 x12=9 but the end table has more rows eg, x9.1, x9.3, x10.2 you need to build a formular that can smooth out the values in between, also it will be helpfull of you can implement a hot cold colour chart that compared the end result, to a seperate sheet for comparision of the results just cor comparing I will supply the sample tables to use for reference to build on
