Excel Workbook or other software solution for tracking split sales commissions to managers and rebates to customers

I need a solution to assist my bookkeeper with tracking incoming payments, and then distributing a percentage of those payments to different sales managers as individual commissions as they are all freelance (independent contractors). We also collect payments on behalf of our clients that are "rebates" and then pay those to our clients after a specific event is completed. I am currently using a Google Sheets / Excel workbook approach that is not connected or aligned - so the same data needs to be entered multiple times and is prone to errors. I would like to create a new workbook that has pivot tables and allows for all data to be entered once, and then have the correct formulas show what payments have been collected, what is still due, how much has been paid out and what is still pending. I also need reports to be able to be run for this and each sales manager to have their own tab to see what they are owed and have been paid already. And another list of tabs for clients to show what rebates have been paid out and what is still pending. I am not locked into using Excel or Google Sheets if there is a free or low cost software that could be used instead. I am open to suggestions. The ideal freelancer will have a very strong background in Excel and / or Google Sheets, bookkeeping and payroll knowledge and tracking sales commissions. I can pay $300 USD to set this up to be fully functional. I am also open to hiring the developer who creates this system to maintain it as well - but that will be TBD on cost per hour and number of hours needed to do this. The solution should include moderate automation with some manual inputs acceptable. The solution should include basic security measures to protect data. The solution should support customized reports tailored to specific needs and formats.
