Hola! Tengo experiencia trabajando con el ambiente Android y el protocol MQTT, sin problema podria implementar este sistema, dependiendo de las necesidades de la interfaz de usuario. Por la parte de la logica del programa, no deberia de tomarme mas de 2 dias implementarlo. Puedo usar una base de datos interna para almacenar la informacion de los beacons y a través de un background process asegurarme que la informacion llegue cuando se reestablezca el WiFi
