To Build Electrical Mechanical Engineering and Drawings

My company is being asked to add mechanical engineering services for the electrical layouts for our agricultural designs for using pallet racking to cultivate on. i have installed these systems for clients using our iGROW Induction Lighting systems, but i did not do the mechanical engineering or drawings.
i would like to find a freelancer that i can work with on this first smaller project and hope we can figure out how to supply all the information to give to a local architect who will stamp the drawings as well as get detailed quotes from contactors.
i have a few of these projects i have been asked to do and look forward to finding that special freelancer to work with long term on projects simaluar.
This first project will need to be designed for the State of California Code, USA
