Data post-processing using powershell or batch-script

I have a daily csv file generated, and required a program to do post-processing to insert the missing data in the below logic. - 1st, based on a starting and ending sequence numbering, the program need to insert the missing sequence when match against the reference series. For example Starting is CHEM_R13719, CHEM_R13720, CHEM_R13721 .....CHEM_R13741 (Ending). Any missing sequence, the program will auto-insert it. - 2nd, when inserting the missing sequence, it will auto-populate the last value of the LimitString tied to the sequence. For example, CHEM_R13731 was missing, and the last CHEM_R13731 LimitString value is 0, so the program to auto-insert CHEM_R13731, with the LimitString value as 0 -3rd, for the _time field, it will take from the last record read. The post-processed file will be output as CSV I have attached a output file for the post processing test.
