Google earth compare pixels in maximum zoom

I am looking for a developer who can make a standalone app or web app that compares data from google earth.
The program needs to work as following:
1:. User fills in : Country --> Province / Region --> Municipality --> City / Village
2:. User mark on the map a several pixels next to eachother with maximum zoom (see screenshot).
3:. The program will compare in the selected area (1) if it can find these pixels.
4:. When the program finds a comparing pixel on the map it will save the coordinates in an xml and excel file
5:. IMPORTANT The program will only use the maximum zoom option in google earth to compare pixels.
6:. The program needs to have good but simple user interface
