Segun la desccripcion la aplicacion tiene los scripts para crear la BD. En tal sentido la configuracion de los servicios en AWS para la aplicacion, la base de datos ya sea MySQL nativo o utilizando RDS de AWS no representan complejidad alta. La parte del correo electronico me imagino que se refiere a establecer conexion con un servicio externo que enviara los emails de su aplicacion.
