Select and Customize Auction Script for web start up - repost 2

We are an American start up company looking to select and then customize Auction Software. We are a business to business website, where businesses list sales contracts up for auction. Also business can do reverse auctions for goods and services. The ideal candidate: Would be tech company no individuals need apply. Would assist in selecting the auction script (we prefer PHP or html5) (We have posted a similar project trying to customize a ColdFusion Auction script with disappointing results.) Currently we are reviewing PHP probids and AJ Auction Pro. After selecting the auction script the candidate should able to customize the auction script to our firm's needs including but not limited to: Integrate a private auction portion where users would be manually vetted to use the site. Within the private auction set permissions for users. (Some users will not be permitted to list sales contracts and only be able to bid for example) Able to integrate Bit coin payment gateways for users. Able to integrate APIs for phone and address verification. Able to integrate Docusign API for sales contracts between buyer and seller. Able to intragrate a barcode search of a public databae. Able to work in scrum process. Able to develop Android and iPhone App for website. Able to test and debug script prior to launch. Able to start immediately. In addition, the candidate will have at least 5 years experience in PHP and website development. Strong English skills are a must. A portfolio of websites, especially those customizing auction sites is also a plus.
