The plugin connects to a carrier's API and returns several rates based on the weight and dimensions of the order etc. The plugin has been newly created but is currently not integrating with the API correctly, resulting in the API blocking the plugin for several hours. So in other words, the plugin works for a few uses at the cart and checkout pages but is then fails to return results for a few hours. The API has documentation and is widely used by other plugins and tools etc. While not a requirement, it would be desirable to share access to the existing plugin files (and future versions) via Github.
