Create a one page website bootstrap or parallax with PHP work

Hi there, I would like a site designed with a mortgage calc which can be found on github and a book a callback option (can also be found on github). It will have 5/6 pages that when the header is clicked must go to but all over just one page. I would prefer to work with someone who have a good grasp of the English language therefore please post an acronym for LA with your bid. Many thanks.
