Upload Phone Numbers To My SMS Platform & Configure Settings

PLEASE NOTE - My budget for this job is $30 I am using a self hosted SMS Text script" and I need to upload 140,000 customer contacts and configure SMS message settings. I have obtained 5 phone numbers from Plivo however; only 3 of them are SMS enabled. I therefore need to get rid of 2 numbers and replace them with 2 SMS enabled numbers. I therefore need a trustworthy and talented SMS Developer to do the following 6 tasks........ 1) Configure 2 new Plivo numbers with Ultimate SMS via Admin dashboard. 2). Upload 140,000 contacts evenly across the 5 phone numbers ,(About 33,000 contacts per number). 3) Configure Ultimate SMS to send no more than 1 SMS Evey 3 minutes, per phone number. 4) Recipient name must appear in subject line and in first line of message. 5) Make each phone number is sending a slightly different message. 6) Make sure recipients can unsubscribe from receiving future messages and that Ultimate SMS script stops or removed them from database. PS - I can provide you with YouTube tutorial videos on the SMS script that will show any Developer how to do all the above. Once again I can pay $30 for this job,
