Rework some vb.net text parsing

I have a VB.NET web API that calls another url and parses the text. I've included the current code that I need changed. It is hard coded and I need it to be flexible to read the List items and parse them into a JSON element. I've also attached a JSON sample. You can see in the code that it is hard coded for every year and as time goes on it will not work since the code have change from 2018/2019 to separate 2018 and 2019/2020. So I want each JSON element based upon what is in the UL
