Woocomerce store allowing out of stock products to add to cart and shown wrong delivery fee

We have an issues where some consumer are calling us to advise our client store is shown 4010 for delivery fee. Even though we have no where on the backend assigned for this delivery amount (10 is the delivery fee) So it is randomly adding 4000 to a product. To make it more conusing it is allowing the product to be added to the cart even though it out of stock.
This has now happened multiple of times over last few weeks and luckily we got screenshots attached to showcase it happened. The other times we believe it was same issues (out of stock product somehow they get it to add to cart and somehow then showed delivery fee off 4010!
Need someone who epxert is breaking down code on wordpress to replicate the error then fix. as we tried to add same product to add to cart and won't let us of course. And can't replicate the 4010 delivery issue. So there is some scenario somewhere that consumer can somehow add prodcut to cart that is out of stock while causing delivery fee that doesn't exist
