Client Notification - Android Mobile Apps

I'm looking for a skilled Android developer to create a simple mobile app that allows users to receive notifications from technical support. The app should facilitate communication during troubleshooting events.
** Figma design will be provided.**
Key Features:
1) Push Notifications: The app should receive push notifications from TechSupport. These notifications will request user acceptance (Yes/No) to carry out remediation, and will include event details.
- The app should maintain a history log of these notifications.
2) User Interaction: Users will need to be able to respond to these notifications with their acceptance.
- The app will require a 2FA login for this process, specifically using an Authenticator app.
3) TechSupport Feedback: TechSupport should receive a log of user responses.
- This log should also maintain a history of user interactions.
Technical Environment:
- Frontend: PHP, VueJS framework
- Backend: Laravel framework, MySQL, MongoDB
Ideal Skills and Experience:
- Proven experience in Android app development
- Familiarity with push notification implementation
- Understanding of 2FA authentication systems, particularly Authenticator apps
- Ability to create history logs within an app
- Experience with PHP, VueJS, Laravel, MySQL, MongoDB
