build a simple patient management system

Hi my website is made on wordpress. i want simple patient / nursing management system to be made every nurse will be assigned one patient by web admin ( company owners) nurse can upload comments about patient , but first it has to be approved be company owners & then it will be shown to patient's family so 3 types of users ( one nurse , one patients family , one web admin) web admin , can send files /notes to both nurse & patients family web admin can send notice to patients family that patient has been here for last 7 days , so please pay for 7 days , and then pateints family should be able to pay online ( proper invoicing should be done) web admin can post notices about holidays , events etc that will be showed to both nurses & patients. web admin can remove /add nurses/patients/ can cahgne number of working hours etc please read after bidding. budget is 250 $ max
