Windows NTFS Monitoring Application Development

I'm in need of a seasoned programmer with a strong understanding of the Windows NTFS time system, specifically the $mft and the $usn. The project involves creating a monitoring application that tracks the File New Name | File Old Name journal entries in the $UsnJrnl.
Key Requirements:
- The application will need to count these journal entries, based on a user-defined threshold. If this count is exceeded, the application will trigger a PowerShell script to terminate all running processes and log the incident. The computer will then be shut down.
- The sole focus of this monitoring will be on the path c:\users, with the capability to manually add file extensions or path exclusions as needed.
- A user-friendly Graphical User Interface (GUI) for setting up the application is required. This interface will not need any form of user authentication, making it simple and straightforward to use.
- Activity logs will need to be formatted in JSON, allowing for easy interpretation and tracking of system events.
- The application should support real-time monitoring to promptly react to file system changes.
