Elementor/CSS Expert Needed for Sticky Block Adjustment

I'm in need of an Elementor specialist to help with a couple of issues we're experiencing with a sticky top page block we've created (seen in attached screenshot).
We're looking for someone who can:
1. Modify our sticky block so it has a white background with 50% opacity. Currently, any background color settings we define in Elementor are ignored by the browser, both on mobile and desktop.
2. Adjust the two column display for mobile so the columns show side-by-side instead of being stacked on mobile devices.
Development site URL will be provided to the selected freelancer.
Please also provide detailed instructions on how to replicate the solutions provided, so we can apply them to our production site.
Ideal skills and experience for this job include:
- Extensive knowledge of Elementor
- Ability to adjust Elementor Plugin Settings
- Experience with troubleshooting and providing solutions for similar issues
