Not all of the details of this app are provided here for reasons of commercial privacy. Full specs will be shared with a short list of bidders.
For now your bid can be a general guess, it can be refined after you have been given the full spec.
Requirements.
At first, I will offer this only in English but the tech should prepped for the easy integration of a localization framework.
Tech should be flutter on aws serverless.
The database should have a management tool for me, I’m used to phpMyAdmin so something that will feel familiar. I understand such tools can be added to a aws dbase environment. This will reduce the number of back end admin tool that are needed.
The database will have 5 tables, the full spec provide all (probably) of the field requirements.
UI design
This is the easy bit, the app is not graphics sensitive so an “off the shelf” UI environment will probably be ok. The app will have 10 screens inc tos and pp.
The UI should a header space for branding/logo, menu button and another space for a future adverting inclusion
Front end
1. Registration of new users on the app will be via facebook and google.
2. There will be a simple user profile screen, some of this data will be captured via fb/google etc.
3. Category screen – users will choose which categories they wish to answer questions for.
4. Questions screen, landing page for push notifications that a new question has been asked. Questions will be presented with a Yes/No answer option for the user.
5. Answers screen, landing page for push notifications once admin has provided the correct answers. The most recent question answers will be displayed here.
6. Score screen, This will give an overview of the basic statistics of the user’s correct answers.

9. Admin-create questions, text, 2* time fields,
10. Admin-answer questions, text, 2 * time fields, yes/no answer tool.
Yes, most of these screen will basically be the same with variations of simple content.
Back end
There will be 3 classes of user, regular, admin and global admin. I understand there are plug-ins that make the management of permissions easier.
There will be two push notification events. New questions and new answers.
1. New questions – questions will be set up by Admins assigned to a category, with a “live” time. When that time comes then the question becomes live and a push notification is sent to users who have subscribed to the question’s assigned category.
2. New answer – assigned admins will answer the question and a push notification should be sent to those who had answered it to check their results.
Admin will answer the question, once done, a push notification will be sent to all users who answered that question.
There will be two automated dbase population events,
1. when admin answers a question on the questions table than all the lines for those who answered it on the answers table need to populated to show if the user answered correctly.
2. The % of those who answered the question correctly should be calculated and entered to the line on the questions table.
When a user subscribes to a category they commit to answering the questions when asked, if they don’t the non-answer is treated as an incorrect answer.
The app will allow users to unsubscribe from all categories for an effective “holiday” from the app.
