Hello, Just use adobe after effects and there is camera tracking in 3D and 3D text too sometimes it rather tedious but overall process is quite simple :) so without extra gear like green screen and stuff. The character part is a bit more complicated because even if you will download free character from anywhere it would still need to be animated, and that unusually involved 3D package :) but not necessarily maya or other expensive, there are plenty free ones - for instance Blender

hi , This is not as straightforward as you think . Toon animation is a specialised field and requires lot of dedicated time and effort. Are you asking just for suggestion or want us to do the job too ? Even if we suggest , you stil require an animation / editing expert which will cost you much more than your specified budget . Hello. As far as I know, you can get the models and animations for free (using a free account) on the Mixamo/Adobe website. This will give you a .fbx file, which contains the animation and the model. To integrate them on your video, you need to render those frames first, which you can do for free using Blender or, if you want (and this is why I bidded $20) you can give me the other 10 bucks and I will render them to you with the transparency so you can integrate them in your video. (First time bidding, apologies if something's messy!)
