Wordpress Website Speed Optimization

Hi all, This is a quick speed optimisation project in a day or maybe under a day [ Need to be done as soon as possible ]. Plugins already installed: - Litespeed cache - Smush Pro - WP optimise Currently using cloudflare servers. Also tried WP rocket but still the page loading speed is a lot, it's about 10 seconds as of now, I want all of my pages to load under 3-5 seconds. Budget - Rs.1000 Write "Apply" on the top of the bid before applying. Thanks!
