WooCommerce Shipping Rate Troubleshooting

I'm experiencing inconsistent shipping rates in my WooCommerce store, specifically during the cart stage. The rates are not stable, which can lead to confusion for my customers and potential loss of sales.
I offer free shipping over €75,-
Between €75,- and €100,- free shipping is available.
Over €100,- only shippingcosts is available.
The issue is not in any of the plugins because after disabling them all the issue still occurs.
I tried hardcoding as well to force free shipping over €75,- but it doesnt work.
For now I set to offer freeshipping always.
