Create file to place Window at specific location and size on screen when opened.

We are using a Windows PC to play content on some interior and exterior monitors in a retail store.

The exterior monitor requires the info to be displayed to be in a certain area of the monitor and has been referred to as a 0,0 position or the top left portion of the screen as viewed by a cloned monitor running of the same PC.

So we need to be able to allow one video output to be full screen while controlling the other video output to allow us to set the size of the window upon opening and also place that window in a certain area of the screen as mentioned above, without messing up the other monitor.

We were making changes in a [url removed, login to view] file to control these settings as far as size and location when that PC was only playing the exterior sign, but now that there are 2 separate video out with one needing to be non full screen we are told that this is not possible.
