interactive map with couchdb, html5, jquery for mobile and web

We need an interactive map application build with couchdb, php, JQuery. This application will be divided to 3 parts: 1. Administration part The administrator will be able to log in to the admin panel and a. Add - edit -delete languages (name, code) b. Add edit delete POI (points of interest categories) those categories will have the following fields (name, category icon, translations for all languages, multiple metas data) c. Add edit delete new POI all points of interests will have coordinates defined either with google geocoding api or direct front the user who will be able to mark it directly to a map. All points of interest will have name, description, multiple images, multiple videos (images and videos will be uploaded directly to instagram and you tube channel and the admin will be able to choose them from our admin panel so the integration between google youtube, vimeo, instagram will have to be integrated to the administration part). All descriptions should be able to translated from the administrator to any initial languages. Also each point of interest will have address, multiple telephones, multiple emails and contact details. d. Add edit new plot. The administrator will be able to define 3 or more points on a map and those point to be a new colored layer on the map in order to define and area on the map. After that new map polygon the administrator will be able to add name description and multiple videos and images as above also contact details phones, emails, faxes etc. 2. web front end. Front end of this site should be developed with html5, jquery, and responsive design in order to be best viewed with any device. The basic design will be a full width map with multiple layers - filters. 3. The mobile application will be almost the same as the web front with different UI we will use the Jquery Mobile UI and we will use every user location from his phone in order to display the part of the map based on his location.
