Show radii on online map

Our scout group would like to have a new type of route / navigation technique (roughly based on the fortnite principle of a map that gets smaller and smaller…) therefore we need an online map with a changing radius on it.
On the 'frontend' a page (hosted on my server) loads a fullscreen map (opentopo / google or something else) which shows a radius on a map, after a given time, another radius is shown, this radius gets smaller after a given time. In a corner there is a countdown timer which counts minutes till the next ‘switch’.
A configuration file (hosted on my server) contains all the different steps in this map.

Used logic:
• If current datetime < first datetime in configuration file then show first daytime radius
• If current datetime > last datetime in configuration file then show last daytime + radius and counter = 00:00
Because this is for use at our scout group (small NGO) this would be a basic and low cost build, If you are still interested in this job (for the experience), please feel free to respond.
