I feel I can achieve this hardware and software and Firmware. Cheap Hardware require for mass production , please checkout HC-SR501 , its a basic PIR motion sensor that can do the job , I hope urinal is attached to wall from backside as this sensor has wide range so should be placed inside urinal and in U shape . also I hope you meant output as digital signals so that Firmware should above to know . I have low power nordic 7002 DK to test out POC .
