software lock for windows based program/application ( XP / 7 / 10 )

i have a simple requirement , WINDOWS based ( xp / 7 /10 ) where i want a program/coding with a lock facility for any particular application , where we can give a customized a duration time for example say like 20 days , and after the 20 days that particular program must not be able to access in any means and must popup a customized error message . and must be able to access only if the owner gives permission to open it . actually i even have a program previously developed for this , but i forgot how to use it and lost contact of the developer .
