License Plate Number Recognition Software OCR

Looking for an LPR software for a Residential Estate License Plate Recognition (LPR) system for gate control. We want to build a basic GUI that has
1.) Continous video stream
2.) Captures the license plate when a vehicle approaches the gate
3.) Translates the license plate into string
4.) Matches the string to stored license plates in database
5.) Reports the result of the matching (True/False) which will be forwarded to the gate controller.
The GUI should also allow registration of License plates to the database and Access Control like Admin login.
