Playful short animation with sound ~20 seconds? Not over 30.

This short animation starts with the outline of a country, and is then populated with lots and lots of little figures with different coloured shirts, randomly scattered so there is no pattern to the colours. The music is bouncy and fun. They all move slightly , maybe like atoms vibrating but staying in place. The figures represent runners, so I want them to display energy. It would be ideal if I could tell that they were male and female, and multicultural, and maybe some physically challenged (they may be too small to show this, but I'd like if it were possible). I don't know what they look like, so am open to your ideas. As the outline of the country fades away in the background, it leaves just the figures. They start to swirl and move, rearranging from an evenly scattered distribution of colours, to an organized pattern matching the country's flag. Will overlay the end image with a website URL.
