Python Script for Chinese News Website Scraper

I need a Python SCRIPT to scrape a news website in Traditional Chinese Characters. The script should assist my client by providing daily updates relevant to my client's business. It should scrape the website once a day, extracting headlines and summaries from the articles. Please provide all source code.
Ideal Skills and Experience:
- Proficiency in Python and web scraping
- Familiarity with news websites
- Understanding of Traditional Chinese Characters or ability to use google translate to understand the website's source and content.
- Experience with data organization in Excel linked in python (recommend Pandas)
- Ability to create efficient and reliable scripts on time and on budget.
- Ensure you can handle this project BEFORE accepting it. We will have more projects in the future, we prefer to know your limits and pair you with projects matching your skill level.
- We keep margins low with our client to favor volume over one time profit.
- Website to be scraped does not have API and programmer should have ways to prevent being blocked or flagged by the website.
- Familiarity with APIs and integrating them with Perplexity.AI.
The script should scrape the news from the following website: [login to view URL] Username and Password will be shared with signed NDA. Script should allow saving and updating of login credentials settings. BONUS if you can provide password encryption when stored.
The extracted data should be formatted as "Client owned Database on their NAS". If this is not possible please inform and provide solution recommendation(s).
