I have worked extensively in a variety of trading projects and all things you have mentioned are pretty well known to me. First thing I would note is that for your approach you would need "level 2" trading data, am I correct? Have you already gathered such dataset or you will need to do? In order to have real backtesting capabilities for this kind of strategy that seems to be a pretty important step.
More specifically I have created Futures trading bot for the Interactive Brokers platform, but that's an example, I would be open to discuss about other trading platform if that's necessary. I just note that my specialty is really with that platform but I am flexible as a Python developer.
For backtesting I have used both standard tools like TradingView's pinescript but also I have created custom backtesting scripts by gathering all required data and programming the specified rules.
As for total budget $ I would prefer to estimate it more accurately after we have defined all parts that should be developed.
