Dynamic Informational Job Website Development

I'm looking for a skilled web developer to create a dynamic, informational website. The site will primarily feature vacancies, jobs, tenders, and government notices about employment opportunities.
Key features of the website will include:
- The basic and most important aspect of the website is that we will take a photo of a advert (or upload a photo of an advert), then the website technology must be able to take the 5 most important information (i.e, the job description, company name, job level, application email or application process and the deadline). This information must be visible in boxes with our logo. So, the website will be alot of boxes with this basic information. Once a person clicks on the box, they should be able to get the full advert (the photo or pdf) with all the information.
- Job listings and application form: The site should be able to list various job opportunities and facilitate application processes.
- For the application process the website must allow paid up members to upload their CVs and, if they subscribe, automatically send the CVs to the employer (after the person agrees on their phone, while also giving the person the option to upload an updated CV)
- Subscription to notifications: Users should be able to subscribe for updates about new job listings and other relevant notices.
- Search functionality: A robust search feature is essential to help users easily find specific jobs or opportunities.
- Since the website is comprised with alot of boxes with the basic information, it must periodically flash (say every 30 seconds flash the deadlines which will feature the company name and job title) on the website. Then the person can click and get the poster with a red border that shows that the deadline is close
- We have facebook, twitter, tik tok and more than 30 WhatsApp groups and a whatsapp channel where the posts must go automatically.
- We need the social media pages to be integrated so that AI captions can be created when 1. the vacancy is posted for the first time 2. a regular reminder if the person shows interest and 3. daily reminders 5 days before the deadline
- AI must be a big part so that once the vacancy is posted, the AI should automatically create and share pre-prepared text to inform the nation about these vacancies.
- The website must not be beautiful but effective. People must quickly see the 5 important things and be able to search without paying.
- The must be sufficient space for advertising, with an option to pay not to have advertising.
Ideal candidates for this project should have experience in developing similar informational websites. Skills in creating intuitive user interfaces and implementing effective search functionalities will be a significant advantage.
