I'm looking for a WEBSITE SPEED expert.
That doesn't mean I'm looking for any developer. I'm looking for someone who specialises in website speed for Wordpress installs, and has a history of successful jobs in this area.

The site was transferred from another hosting provider to Crazy Domains. It ran fine on the hold hosting but is now giving crazy long server response times, we've got a crazy high inode size and the site seems to freeze even in the backend for about 4 seconds before performing any action.
Crazy Domains insist they've run tests and there are no problems with the server, but this is supposed to be an identical install to the one we had on our previous server, and it is running like garbage.
I have the autooptimise plugin installed, but it keeps maxing out its cache, which is something I've never seen happen before.
Need to get the site with a "green zone" score on mobile on PageSpeed insights because this is now hurting our SEO as well as sales.
I'm looking for you to ideally give me a "per project" rate to perform this work.
There is the possibility of ongoing work as I am a marketing agency with many clients, and I'm not happy with my current developer, and they don't specifically know much about site speed. So please give me your best rate on this.
This is supposed to be the same website running in the same way as it was on the old server, so we don't actually have a budget to be doing loads more development work.
I would prefer to be working with someone in southeast asia - eg Phillipines rather than India because of timezones, but it's most important to find the right person. Strong english language skills are essential.
