Hot Linking Protection Problem with wordpress and cache

We have a linux server with a wordpress site.
This site uses wp super cache plugin.
We have the following problem:
When we enable the cpanel hot linking protection it is not working at all.
The images are keep showing to the external web sites.
We have cleared cached and everything but still it is not working.
What we are looking for is a method to implement over htaccess or somewhere else so to stop others sites to steal our images and our bandwidth.
If you are able and faced this problem before please bid.
Our server admin will work on that you are just going to give the solution no direct access to the server will be given.
