PowerShell Script for Outdated Software Detection

I'm looking for a talented PowerShell developer to create a script that will help me identify out-of-date software.
Key Requirements:
This task is to write a PowerShell script with a two functions. First function is to create a list of applications and their versions. You can do this by screen scraping the link below and finding all the applications storing their name, version, description and tags.
Store all these details in a pscustomobject. If you wish to use another list you can as long as it has up to date software on it.

The second function is to determine the list of installed software on the computer and find out if needs updating.

1. Screen scrape the website and pull down name of software, version, description and tags.
2. Get the list of locally installed apps.
3. Compare locally installed apps to screen scraped list to work out if any software is out of date.
4. List the out of date software to the console
Ideal Candidate:
- Experience with PowerShell scripting and web scraping.
- Strong attention to detail to accurately identify software and versions.
