Create a Blockchain MEAN Stack or Django Python Charity Website with Native Mobile Apps

My website is a charity website so people can upload if they need money or things like chair or roof for their house. We do not take fee or commision. We want everything free here. User is only 1 type. User can post a donation / need help or give donation. But they will need verification with Selfie / photo of themself + ID card scanned. User can request help / donation, add friend, user send money or things like clothes and we will have courier (my team) will grab / pick it up and put it in our storage. Not only money / crypto can be send but also things. So there will be dropdown / radio button on donate, people can choose what they want to donate. People can also check checklists button what kind of help they want to receive, things / money / crypto. My budget is only limited to USD 200 since we are starting from zero. Search engine algorithm (Elastic Search or other algorithm) 10. Deployment at Siteground Hosting Power Server 11. Beautiful and elegant Frontend design with Angular JS / VueJS / others 12. Sort and Filter in viewing Charity 13. User verification level: Verified (upload ID), Safe (upload ID+selfie) 14.
