Web 'CRUD person catalog' system

I'm looking for someone to create an MVC system that is capable of managing a people database. This is the first milestone. The system should be built using PHP since I plan to run it using a secure XAMPP installation. I'm open to suggestions, though. The database needs to run on the same host machine. I'm considering using mySQL but an embedded DB can be suggested. The system should be able to be used in english and spanish. I know this can be done with properties files but am open to suggestions, as well. CRUD people catalog with fields: For Creating. The mandatory: first name, last name The 1+ ones with types: telephone (e.g. office, home), email (e.g. business, personal), address (e.g. office, home) TIN: Taxpayer Identification Number SSN: Social Security Number Pictures: Official ID from front and back, and proof of address. Ideally, a given user creating a person will browse for a picture and the program will copy the file to a structured alphabetical directory where it will be renamed accordingly to a "last name, first name".jpg format. For Reading. The persons should be searchable by first name, last name, email, TIN. The persons should be presented in a list as well, in order to browse them. Whenever a user is selected, options for modifying or deleting should be available. For Updating. The person form will display all the fields. The form will have all the modifiable fields editable. For Deleting. Each person can be marked as inactive, not really deleted. Miscelaneous. The catalog should be able to create a base for users, administrators and clients -hence, a type of person in the db is required. One person can be an admin, as well as a user and/or a client. The person index should be displayed in the view. It will be a GREAT PLUS if the insterested freelances can offer a test drive with functionalities on prior projects.
