From 25 to 29 August 2024, border expert from EUBAM Rafah conducted a refresher training course on identity (travel) document control for 15 personnel from the Palestinian General Administration for Borders and Crossing (GABC) in Jericho, including 4 women.
The training focused on enhancing the participants' ability to detect fraudulent documents using direct observation techniques and essential tools such as loupes and UV lamps.
This type of training is a critical step in strengthening the integrity of border management, ensuring that security measures at crossing points are robust and reliable. The ability to identify fraudulent documents is vital for preventing illegal activities such as smuggling and unauthorised entry, thereby contributing to overall security and effective law enforcement.
A notable highlight of the training was the involvement of a GABC border police officer who co-facilitated the sessions. This officer had previously benefited from an EUBAM train-the-trainer course in 2017, underscoring the lasting impact of EUBAM’s capacity-building efforts.
To further support the training, EUBAM provided GABC with essential tools, including ultraviolet torches, 43 specimen passports, 21 banknotes, 15 portable magnifiers, and a digital USB microscope, all generously donated by the Royal Netherlands Marechaussee. These tools, along with training materials, glossaries, and video resources, were handed over to GABC. This equipment will continue to enhance GABC’s document detection capabilities, ensuring that the knowledge gained during the training is effectively applied and sustained in their operations.
The sessions were highly interactive, with participants actively engaging in hands-on exercises. Several trainees excelled in document analysis, demonstrating the effectiveness of the programme.

This initiative is part of EUBAM Rafah’s broader efforts to support the Palestinian Authority and strengthen the capabilities of the General Administration for Borders and Crossing.
Since October 2014, EUBAM Rafah has been implementing a long-term Preparedness Project aimed at enhancing GABC’s capacity to redeploy to the Rafah Crossing Point (RCP) when conditions permit.
