PSD to HTML5 + Javascript

Hi, Our company has designed a psd for a website. Attached you can find the jpg version of the design. We want to it to be converted to a HTML5 + CSS3 + SEO ready website with some javascript. What we want is as follows: - There are some clouds in the image as you can see. We want them to move slowly. - The 6 white bubbles titled as "Creative Ürün Geliştirme", "Kurumsal Yapılanma", "Studio & Multimedia" ,"Marka", "Ürün Ambalaj Geliştirme", "Kurumsal Kimlik" will be opened when you hover (or maybe click , we can discuss on this,) on the red dots. - There are 3 other interactive buttons labeled as "Creative", "portfolio", "İletişim" when clicked on this we want to show a small paragraph above the label "Fikir & Sanat Adası". In this situation the label "Fikir & Sanat Adası" may move to bottom when we show the extra content - There is a post-it-like image "Made in Turkey" at the bottom right of the image. We want it to move slowly , just like wind is blowing through it. - And finally, there is a line at the top of the page between labels "Medyatic" and "Fıkır & Sanat". It is consisted of different colors. We want the colors move, just like they are sliding to left or right. This may be done by a small gif. Almost all features are described above but we may want some other small features and we are also open to your design opinions and suggestions.
