I am sorry that I cannot be of much help to you, but those are the basic kind of pen nibs used in most manga (and are incorporated in a digital version of Manga Studio 4.)
The best bet with ink is to try out different kinds when you can, but whatever is best suited to your needs now. You should do some research into the quality and common uses of them. Also, pricing is an issue.
You should buy many special rulers, they are DEFINITELY worth it.
Toning is a lot easier digitally, but it's easiest to start on a traditional basis. You can tone with a pencil if you need to even,, so don't stress over it.
Never say that you stink at drawing hun. Just say that you make mistakes and you want to practice and get better and reach that dream of yours. Beating yourself up and down won't help anything, even if it is just being humble. That's why we're all here in this group.
