I use a Gen 1 Ipad 11 inch with the 2nd gen pencil - I usually do traditional, then photo the original traditional sketch and then complete the piece all in Procreate. I also use Medibang but I'm still getting used to it - and you have to pay a fee, though small, to get rid of ads.

Procreate is a buy once and you have it program, and i've ended up buying a few brush sets from other artists to use on it, so Procreate is my number 1 recommendation.
If Clip Studio Paint did not charge a subscription fee for their iPad app, I would use that as well - I have it on my PC and I'm familiar with it's tools and settings and such.
