Unlike many, I don't think Maul was wasted in TPM - he served his purpose. The true waste is, from what I've read, Lucas originally planned to bring him back as the Big Bad of his sequel trilogy, a criminal mastermind who rules the underworld and the Palpatine to Talon's Vader, but never had the chance to do so. The concept sounds very intriguing. Oh well, at least we got a glimpse of it in Solo.
