So yeah the one to give Vader a chance to get his revenge on his master and route to all the bad things in Anakin's life was the infamous devil Mephisto who wanted the soul he was owed by the two Sith lord.

if your confuse Plagues brought himself back so his soul return to the physical plane so he need a new soul and Palpatine look very juicy. if wondering why he can not do it himself it due to Force users being able to shield their soul from it being stolen and Palpatine even his old age can expel the demon lord back to hell.
