Yes, this is a HE! Don't be fooled by the cute heart on his head. He and Gizelle are part of a fanfic I'm working on. These two are adorable. He evolves into a Gallade. I modeled him mostly after a Ralts because I had no idea how hard making a design for a male Ralts would be!
