Excuse me but is it normal that I can't submit artwork in the galleries ?
no that´s not normal, i didn´t do anything so that you are not able to submit any of your artwork so normally you should be able to submit your art
where did you want to submit your art? in featured? you should be albe to press the plus button and the line where it says featured ( that goes normally for the other folders as well) if you are looking at the gallery and then you have to click at submit a devitation

There is no "+" in the galleries title, but there is only the "+" in the feature gallerie
