Transfered by the Alliance to a New modern frigate vessel, Lieutenant Jeff "Joker" Moreau and EDI were now Pilots of the new SSV Vancouvers, in tribute the Alliance Headquarter, city where Joker and EDI stayed of the first day of the reaper Attack.
Sometimes, the perfect duo bring Garrus with them, remembering the good old days.

Okay that is really cool and really makes it stealthy. Actually I just love the paint job.
Head cannon here. Guessing this is post Reaper war and the Alliance, now the military apparatus of all citidel races has decided to mass produce improved stealth ships based on the Normandy class. These vessels are vital in exploring space and setting up relay points so that larger ships can move in.
With the relay network damaged these vessels would be vital in securing new routes to Relays so that repair ships can move in and fix said relays.
Thanks to the Odyssey drives pioneered by the Andromeda initiative. Getting to other systems has never been easier. Though Mass relays are still a lot faster but until those are repaired, improvements in FTL will have to suffice.
