Biography:
Before the rain, it's presumed that Cobb was a policeman on the New Orleans Police Department (this can be debated as he's shown to be carrying another person's police ID and uniform). In reality, Cobb was a civilian who failed multiple police applications and found the opportunity to "become" one with the apocalypse. He is well-informed and self-trained, and he can pass as a policeman without a problem, even memorizing a fictitious plate and badge number
Personality:
Cobb is very cold and serious, but altruistic and has a strong sense of justice. Cobb's commitment to duty runs in his blood. He seems to be well-trained in both armed and unarmed combat, way before the Organ hitted him. He has no tolerance for foolishness or rule-breaking. Cobb seems to hold adherence to the law, his ideas of ethical behavior, the hierarchy of society (as he calls it), and peace above all else

Like every psychopath, Cobb has superhuman combat skills, immense reflexes, superhuman strength, instant regeneration, and near invulnerability. He is only vulnerable to other psychopaths.
CONTORTION
Cobb is able to completely dislocate every joint in his body, bend and contort his entire skeletal system in impossible ways, and even shift several internal organs without sustaining damage
Limitations
Cobb can only bend from the joints and spine, long bones stay as rigid as ever and even so, he has a limited amouth of movements before Fatigue.
