Yep, Hydro-Man. My interpretation sort of takes after the 90s animated series--he's Morris Bench, and he was a guy who Mary Jane had briefly dated at her old high school. After dumping him for being a creep he became sort of obsessed with her. A few years into Spider-man's career, when Peter and his friends are college aged, Peter and MJ meet him again at a party and Peter learns of MJ and Morris's shared past that he won't let go of. The party at college is interrupted by Dr. Octopus's Sinister Six (which I guess I'll draw some day), who came to repossess some Oscorp machines he had created that Harry had donated to the college (as Harry had taken over Oscorp after Norman's disappearance). While fleeing with some of the machines Octavius attempts to take MJ hostage when attempting to elude the police and Spider-man, but Morris shows some rare chivalrous bravery and gets kidnapped in her stead. Back at Octavius's hideout, however, Octavius realizes that Morris may be of value to him. Octavius intends to flood the world with super criminals to overwhelm authorities and those that might stop his master plans, and plans to sell his enhancement technology to anyone willing to buy. But to make sure his devices still work as he had made them back at Oscorp, he first needs a test subject, and "offers" Morris the chance to make all of his dreams come true, and Morris happily volunteers. Using the same procedure that he used to create Sandman, Octavius transforms Morris Bench into a being of living water, and unleashes him on New York, where he makes a beeline to Mary Jane.
Design wise I always thought Hydro-Man was lame looking. He just sort of looks like an off-brand Sandman (which he is) in both of his outfits, so I wanted him to standout more. So in comparison to my Sandman's kind of gritty macho tough guy I decided to make him a younger hunky surfer guy. The water effect took forever to figure out how to make it look the way I wanted it to, but I'm happy with the end result.
