Phoxin Kempai [OC Ref]

This is Phoxin Kempai, perhaps the most timid seadweller you’ll ever meet.

His sign is Aquiun, Sign of the Spontaneous, and in a session of SGrub he would be a Rogue of Breath. He wields a harpoon or harpoon gun, and has a sea turtle with a whale tail as his lusus (who you can see on his Toyhouse page linked below).
